Dave, Wendy Oakeshott, JF's great-niece by marriage, and the 'official' keeper of the Farnol family tree, sent me the following information:
The ladies you mention were the younger sisters of Phylis' father Walter Clarke, and still lived at home with their parents and brother Herbert, according to the census of 1901. Phyllis and her parents were living in Eltham.
Looking at the census entry, it is interesting to note that also listed were Georgina Butler, 17, housemaid, and Charlotte Harris, 24, cook. One normally thinks of cooks like the one in 'Upstairs, Downstairs', all very buxom and motherly, but here we see that the cook was the same age as the youngest daughter, Gracie!
